Good Governance and County Budget Update

After over a year of hard work by county staff, department directors, and elected officials, we are on our way to successfully avoiding future funding shortfalls. This work reflects our commitment to our strategic priority of Good Governance.

As we shared last year, financial projections showed that the county’s General Fund costs would exceed its revenue in 2025. This means we would be spending more than we collected. It has been a challenging process to find long-term savings because ongoing costs are related largely to our personnel budget – which is the valuable employees who do the important work of the county. As we announced in September 2025, to find these ongoing savings, we removed vacant positions, offered a voluntary severance program for staff with over 15 years at the county, and made the difficult decision to lay off county staff in close consultation with department heads.

2026 Target Achieved

With the savings we found in 2025, combined with additional layoffs and vacancy eliminations implemented since December’s public meeting on the general fund structural deficit, we have achieved our 2026 target of $13.2 million in ongoing savings. You can read the full 2026 budget on the Budget website, including details of specific funds (i.e. Open Space, Wildfire Mitigation, etc.).

We are now starting the budget process for 2027, which will result in a county budget adopted in December of this year. Details of the 2027 budget process will be added to the Budget website in the coming months.

Although additional job cuts will be necessary ahead of the 2027 budget year, we anticipate the 2027 budget being the last year of cuts as we find another $13.2 million in ongoing savings from personnel, as well as operating expenses. This is based on current financial projections for revenue.

As we move through the 2027 budget process, we will use a Priority-Based Budgeting framework. This process will be guided by our strategic priorities:

  • Economic Security and Social Stability
  • Climate Action and Environmental Stewardship
  • Good Governance

This work will also be grounded in the belief that good governance is impossible without racial equity.
