Low Income Energy Assistance Program (LEAP)

The Low Income Energy Assistance Program (LEAP) assists low-income families and individuals with their heating costs and runs November 1st through April 30th.

LEAP is not intended to pay the entire cost of home heating.
LEAP accepts applications from November 1st through April 30th.

To receive LEAP assistance you must meet the following requirements

  • The household must contain at least one member who is a U.S. Citizen/Legal Permanent Resident
  • Be a resident in the state of Colorado
    • To apply in Boulder, be a Boulder County resident
  • Pay heating costs, or have heating costs included in your rent
  • Meet gross monthly household income guidelines

To print and complete either an English or Spanish application please go the State of CO LEAP website. To have an application mailed to you call the Colorado Department of Human Services Customer Service hotline at 1-866-HEAT-HELP (866-432-8435).

Applications can be mailed, faxed or emailed – email is the preferred method as it is immediate and provides the sender with a tracking ticket number.

Allow 50 days for processing an application, an approval or denial notice will be mailed to you. Please call 1-866-HEAT-HELP (1-866-432-8435) to inquire about the status of your application.

Crisis Intervention Program (CIP)

This program is designed to assist with non-fuel related emergencies and can include repairs to your home’s primary heating source such as your furnace. You must qualify for the basic LEAP program to qualify for the CIP program. Contact 1-855-469-4328 or visit the Energy Outreach Colorado website for additional information.

When can I apply for assistance?

The LEAP heating season runs annually from November 1st through April 30th and applications are accepted during this time.

My heat costs are paid to my landlord and not a heating company, can I still qualify for LEAP?

In most circumstances yes, so it is best to submit an application to see if you qualify.

I submitted my application and I have not heard anything yet, where can I call to get the status of my application?

How long does it take to process my application?

The application process requires that you complete the entire application and answer all of the questions as well as provide all the verifications requested as a part of the application process. If you fail to do this, your application processing will be delayed. Program allows 50 days for application processing, when completed applications are submitted they are typically processed within 30 days.

What should I do if I have a shut off notice from my utility company for my heat (emergency application)?

It is important that you submit a copy of your disconnect notice to the LEAP office to notify them of the impending disconnect and they will expedite the processing of your application and work to process your application as quickly as possible to ensure uninterrupted utility service whenever possible.

How do I know if I qualify for LEAP how often do I get a LEAP payment?

If you are approved for LEAP the benefits are awarded based on the entire heating season and you will either receive your payment in one or two installments. You will receive a Notice of Eligibility once your application is processed and the notice informs you of your eligibility, either approval or denial. If approved the notice specifies who the vendor is that will receive the benefit, the dollar amount of the payments to be sent and when the payments will be issued.
