A Message from the Boulder County Commissioners

Enhanced premium tax credits have been a lifeline for millions of people, including many Coloradans, by making health insurance more affordable and accessible. These credits have significantly reduced monthly premiums and helped lower-income and middle-class families maintain coverage during uncertain economic times since their expansion under the American Rescue Plan Act in 2021 and their continuation through the Inflation Reduction Act.

These tax credits are set to expire in 2026 if no action is taken by the U.S. Congress. As a result, Boulder County’s Health Coverage Guides are hearing the following feedback:

  • People are seeing an increase in premiums of 50% to 100% or much more, adding hundreds of additional dollars a month to their household budgets.
  • Some people may go without coverage next year because of the high costs – this includes people with health conditions that need consistent health care.
  • Some people are choosing plans with higher co-pays and deductibles, increasing their out-of-pocket costs when they face health care needs next year.

Without congressional action, the expiration of these credits will result in a sharp increase in health insurance costs at a time when the cost of other goods and services continues to rise. According to the Congressional Budget Office, loss of enhanced premium tax credits could lead to a substantial rise in the uninsured rate, reversing the progress we've made in expanding access to care.

Our congressional delegation – Senators Bennet and Hickenlooper and Representative Neguse – have been leaders in supporting the wellbeing of Coloradans by working to secure affordable health care.

We fully support the proposed extension of the enhanced premium tax credits when the U.S. Senate votes on Thursday.
