Planning and Land Use Public Meetings

Boulder County’s Community Planning and Permitting department works with public boards, commissions, and committees involved in planning, land‑use review, code updates, and historic preservation efforts.

Board of County Commissioners (BOCC)

The Board of County Commissioners is the final decision‑making body for many land‑use matters in unincorporated Boulder County, including development applications, Land Use Code updates, and amendments to the Boulder County Comprehensive Plan. Community Planning and Permitting staff evaluate land‑use items and provide recommendations to the Board. Planning Commission (PC)

The Boulder County Planning Commission (PC) conducts public hearings and takes action on Land Use Code Updates and Development Applications Under Review and advises the County Commissioners of those actions and on planning matters. The Planning Commission has statutory responsibility to make, adopt, and amend the Boulder County Comprehensive Plan. The commission also has a role in reviewing and acting on revisions and amendments to the Boulder Valley Comprehensive Plan as authorized under the four-body intergovernmental agreement between the City of Boulder and Boulder County. The Planning Commission usually meets on the third Wednesday of each month. Board of Adjustment (BOA)

The Boulder County Board of Adjustment (BOA) hears appeals of any order, requirement, decision, or determination made by the Community Planning & Permitting Director or County Engineer in administering or enforcing Article 4 related provisions (e.g. definitions in Article 18) of the Land Use Code, and considers certain variances from the requirements of Article 4 of. Board of Review (BOR)

By statutory authority, the Boulder County Board of Review hears and decides technical appeals to the interpretation of the Boulder County Building Code Amendments, which apply in the unincorporated areas of Boulder County, not in incorporated cities or towns. The Board of Review looks at proposed building code amendments and makes recommendations to the Board of County Commissioners’ prior to adoption. Historic Preservation Advisory Board (HPAB)

The Historic Preservation Advisory Board reviews matters related to historic resources in unincorporated Boulder County, including landmark designations and preservation‑related proposals. Community Planning and Permitting planners develop the analyses and recommendations that come before the Board and present this work during public hearings. Niwot Design Review Committee (NDRC)

The Niwot Design Review Committee serves as a referral agency for development proposals within the Niwot Rural Community District, reviewing site and building design for consistency with established design guidelines. The Committee may meet on an as‑needed basis and adopt bylaws for conducting its meetings. While it does not have authority to grant Certificates of Appropriateness, the Historic Preservation Advisory Board (HPAB) considers its recommendations along with other public testimony when making decisions for the historic district.
