The Comprehensive Opioid Abuse Program (COAP) started as a federal Comprehensive Addiction and Recovery Act (CARA) grant program. The program is currently funded through Opioid Abatement funds. The program targets incarcerated individuals who struggle with Moderate to Severe Opioid Use Disorder and reentering the community by providing support through individualized treatment planning, case management, linkage to treatment at release and wrap-around services to reduce risk of relapse.
Our Mission:
The Comprehensive Opioid Abuse Site-based Program (COAP) aims to reduce opioid abuse and the number of overdose fatalities and decrease further criminal-justice system involvement among its target population. COAP aims to develop and implement a comprehensive and coordinated strategy that includes prevention, education, and effective responses to those affected by opiate use. One of the program’s primary objectives is to prioritize high frequency utilizers in the Boulder County Criminal Justice system.
What We Offer:
Services are assessment-based and trauma informed to meet individual client need. COAP provides a holistic approach to individualized treatment considering the individual and their race, gender, trauma history, culture, sexual orientation, religion and spirituality.

- Re-entry case planning and support for up to one year in the community
- Medication Assistant Treatment (MAT) Services and Care Coordination
- Safe Withdrawal protocols and recovery support
