Boulder County Commissioners Move Forward with Sale of North Broadway Complex

County to Enter into an Agreement with ABMG, LLC

Boulder County, Colo. - At today’s Business Meeting, the Boulder County Commissioners voted 2-1 to enter into a contract with ABMG, LLC (also known as The Academy Management Group) for the sale of the county’s North Broadway Complex for $26 million. The decision follows a call for bids on the property and negotiations with ABMG, LLC.

The North Broadway Complex, situated at the northeast corner of Iris and Broadway in Boulder, consists of 108,165 square feet of office space across five buildings and 17.5 acres of land, which includes space currently used as the Iris Ballfields. The entire complex is being sold as one parcel.

ABMG, LLC have indicated that they intend to retain the current “P” zoning for the acreage with a proposed use of “senior housing/congregate care” and to preserve the North Boulder Little League fields on the site. These are not conditions of the sale.

The property’s future use and zoning will be determined by ABMG, LLC and subject to all applicable City of Boulder review and permitting processes. The site falls within the land use authority of the City of Boulder (not Boulder County).

The 90-day due diligence period will begin after the County and ABMG, LLC sign a purchase contract. Closing on the sale is anticipated in the first quarter of 2026.

Background

In late 2024, Boulder County purchased a building in Boulder at 2525 28th St. to become the county’s newest customer-facing hub. The county currently operates two similar hubs that offer multiple departments at one location for county residents, including the St. Vrain Community Hub in Longmont and the Southeast Community Hub in Lafayette.

Multiple departments currently working out of the county’s North Broadway Complex, 1333 Iris Ave., will relocate, offering services from the new 28th Street location once a modest energy efficiency upgrade and remodeling is complete. This transition is anticipated to take until late 2026.

The departments who will have services at the new 28th Street Boulder County Community Hub are:

  • Community Services
  • Public Health
  • Human Services
  • Housing

The $14.2 million purchase comes after the county completed a Space Optimization Study (SOS) in 2024, which informed future county officing plans in Boulder. The study’s findings included:

  • Increased use of online and self-service options in the post-pandemic environment.
  • Continuing need for an enhanced customer-facing office consolidation option which could not be met through remodeling of other county-owned facilities in Boulder.
  • The opportunity to reduce the county’s Boulder-based officing footprint by 17%, enhance energy performance, and reduce North Broadway Complex operating costs by $15 million over the next eight years by relocating customer facing services. For example, the energy savings cost difference between operations at the North Broadway Complex and the 28th Street location is conservatively estimated at $1.7 million over the next eight years.
  • Easier and more efficient public access, energy efficiency, and safety at the 28th Street location.

Boulder County’s window for accepting bids for the North Broadway Complex opened on Aug. 25 and closed on Sept. 19, 2025.
