The Boulder County Comprehensive Plan (BCCP) provides guidance on gravel and paved roads accepted for maintenance in unincorporated Boulder County. The BCCP stipulates that funding for major repairs should be prioritized for the county’s arterial and collector roadways, and that funding of local access roads (aka “subdivision roads”) shall be the responsibility of those served by the road (property owners).
While the county does not conduct major repairs (full roadway resurfacing) on subdivision roads, our Road Maintenance crews still conduct the following operations on these roads: snow removal, pothole patching, clearing of ditches, culverts, and other drainage structures, replacement/repairs of sidewalks, and roadway crack sealing and patching to maintain public safety.
Public Improvement Districts
Boulder County continues to work with unincorporated subdivision residents to find a solution for fixing deteriorating subdivision roads. In 2017, the first Public Improvement District (Burgundy Park) was formed to create a funding mechanism for road reconstruction and paving within a specified subdivision. Repaving of Burgundy Park subdivision roads took place in the summer of 2019.
Residential Collector Roads – AKA “Community Use Roads”
In recent years, the Boulder County Commissioners funded the repaving of Residential Collector Roads, also known as community use roads (i.e., those that connect public places or major roads), within unincorporated county subdivisions. Since these roads, which make up about 20% of all subdivisions roads, provide access to community uses, the county agreed to repave them on an ongoing, annual basis. The amount allocated for this purpose equaled about $1 million each year.
Unfortunately, funding for the paving of Residential Collector roads is currently unavailable due to a number of factors. This program will continue to be evaluated during each years budget planning cycle.
