Greetings Gross Reservoir Community Members!

Two weeks ago, we launched a Gross Reservoir Community Survey to gain input from area residents about how the $5.1 Million Land Preservation Fund in the Denver Water v. Boulder County Settlement Agreement should be spent.

If you haven't done so, please take the BRIEF Land Preservation Fund survey by noon, Monday, May 13. Boulder County staff will present the results at two upcoming community meetings–May 18 (virtual) and May 21 (in Nederland). Meeting details are included below.

Phase 1 Gross Reservoir payments

Phase 1 Gross Reservoir Community Impact Mitigation Fund payments were closed out on April 30. We had a 97% response rate out of all eligible households. Only 11 payments were left unclaimed. See details below for the final Phase 1 funding report.

Gross Dam Rd. Closure

We know many of you are eager to know when Gross Dam Rd. (Denver Water's portion) will be open again to public use after a large boulder damaged and closed the road to through traffic earlier this spring.

Denver Water has been keeping Boulder County's Road Engineer apprised of all GDR inspections, reports, and the potential for the road to be open by Memorial Day.

However, as the repairs and maintenance of that section of Gross Dam Rd are in Denver Water's jurisdiction, area residents are encouraged to visit Denver Water's project MyMap for weekly updates on the status of the road. (Once on the MyMap page, go to the lefthand navigation panel and click on the link titled "CLOSED: Gross Dam Rd snowstorm rock fall" for news and updates.)

Boulder County Gross Reservoir Expansion: Land Preservation Survey

Take the survey* by noon on May 13 and come to a community meeting either May 18 (virtual) or May 21 (in Nederland) to learn the results!

Boulder County is seeking Gross Reservoir community input on how a portion of the Denver Water vs. Boulder County Settlement Agreement should be spent. Part of the Settlement Agreement (Section 5.1, Land Preservation) provides $5.1 million for the purchase of land in Boulder County that can be used for a variety of purposes (defined in the survey).

The Boulder County Commissioners will determine how to use the funds, but the commissioners are interested in input from the community before making a decision.

* The purpose of the survey is to gather input from Boulder County residents impacted by the Denver Water Gross Reservoir Expansion Project (see map below to determine if your household falls within the impacted area). Peak Facilitation Group, a neutral third-party, is conducting the survey and analyzing the results on Boulder County’s behalf. Survey results will be shared with Boulder County and members of the public in aggregate form.

Community Meetings (both meetings will cover the same content)

The results of the survey will be presented at two community meetings in May (and be available on the county's website by May 18). Additionally, county staff from Parks & Open Space and the Commissioners' Office will be on-hand for questions and comments.

Phase 1 Gross Reservoir Mitigation Fund Payments Update:

97% of all households submitted an award claim for Phase 1 of the Gross Reservoir Community Impact Mitigation Fund distributions. A total of 11 claims were left unfiled by the deadline of April 30, 2024. The chart below (which opens to a larger file if you click on the image) provides the information submitted to the Boulder County Commissioners and the Office of Financial Management for approval at the commissioners' business meeting on May 14.

Phase 2

Because Denver Water's detailed operational plan for tree removal around Gross Reservoir is not yet available, tree removal impacts were not considered in the first phase of funding. A sum of $1 million (plus the remaining $66,949 leftover from Phase 1) will be applied to future Phase 2 payments once the tree removal impacts are better known.
