Affordable and Attainable Housing Update
Boulder County, Housing Authorities, and Other Partners Outline Plans for Development and Services

Boulder County, Colo. - Boulder County, Boulder Housing Partners, Longmont Housing Authority, Flatirons Habitat for Humanity and Boulder MOD, St. Vrain Habitat for Humanity, and Thistle Housing Community recently provided updates on plans for housing development and services. The hour-long presentation provides details of new and existing housing supportive services available to keep residents in housing, as well as plans for upcoming development, including affordable rentals and homeownership.
In 2024 and 2025, 606 permanently affordable units were or will be developed by multiple partners across Boulder County, including the Boulder County Housing Authority. There are an additional 1,410 units planned for development over the next few years across Boulder County. Advancing affordable homeownership opportunities is a priority of several of Boulder County’s affordable development partners. The county is requesting input on priorities for the use of funding from the Affordable and Attainable Housing Tax (AAHT).
“Improving affordable housing opportunities for our community and keeping Boulder County residents in housing is a priority for Boulder County,” said Boulder County Commissioner Marta Loachamin. “However, the housing crisis is too big for any one organization and we continue to work with our municipal and community partners towards solutions. Development, including housing rehabilitation and renovation, is important, and we also must offer housing supportive services which help keep people in their homes.”

Boulder County’s Affordable and Attainable Housing Tax
The county began collecting the voter-approved Affordable and Attainable Housing Tax on Jan. 1 of this year, and it is projected to generate $16.7 million in the first year.
The funds will go towards:
- rehab, renovation, and development of affordable housing
- maintenance of existing property
- housing supportive services to keep residents in housing
- an Innovation Fund to encourage new approaches to address housing disparities
Affordable housing development requires funding from multiple sources and varies in cost from tens to hundreds of millions of dollars. While the AAHT revenue is not sufficient to fund an entire development, these new local dollars are essential to leveraging state and federal funds and private investment in order to expand housing opportunities for workforce and low-income housing.

Housing Supportive Services
Boulder County’s Supportive Housing Division, along with our network of community partners, steps in to connect households to emergency funding and community resources to keep them safely housed during acute periods of crisis. The $5.2 million investment provides $2.9 million in case-managed rental assistance; resident services for over 2,000 Boulder County Housing Authority tenants and voucher holders; expanded services and financial supports to help voucher holders throughout the county maintain this valuable, deeply affordable housing resource; a local Housing Helpline that provides 24/7 housing information as well as housing navigation and light touch case management. The funds also support a team of high-acuity housing support specialists that provide in-home wraparound services to households with children exiting or facing homelessness.
Next Administrative Meeting
March 11 is the county’s next administrative meeting where there will be an update on the Boulder County Regional Housing Partnership dashboard, Homeless Solutions for Boulder County, and next steps, including criteria on awarding development funds from the Affordable and Attainable Housing Tax.

Provide Input
Members of the public are invited to provide input about the Affordable and Attainable Housing Tax implementation through the online input form (boco.org/AAHTInput). Input is appreciated by March 1, but the form will remain open for comments., but the form will remain open for comments.
Input can also be shared with the Boulder County Commissioners through the following:
- Attend Monthly Public Comment – in person or online
- Attend the Commissioners’ Monthly Town Halls, which take place in person throughout the county – the March 18 Town Hall at the county’s Southeast Hub in Lafayette (5:30 p.m. to 7 p.m.) will include information on Housing Supportive Services
- Attend the Boulder County Housing Authority (BCHA) monthly board meetings (in person and online) with the Boulder County Commissioners sitting individually as the board of the BCHA
