23-year-old Lafayette man arrested for Sexual Exploitation of a Child

Boulder County, Colo. - On February 27, 2025, 23-year-old Christopher Jacob ROCKELEIN turned himself in at the Boulder County Jail on a warrant for 12 counts of sexual exploitation of a child relating to online enticement of a child as well as distribution and possession of child sexual abuse material (CSAM). The investigation began after the Colorado Internet Crimes Against Children (ICAC) Task Force received information about distribution of CSAM from the National Center for Missing and Exploited Children (NCMEC). After learning that the suspect was likely in the Boulder County area, Colorado ICAC sent the tip to the Boulder County Digital Forensics Lab (BCDFL), an ICAC Task Force affiliate, for further investigation.

Through investigation and service of court orders on electronic service providers (ESPs), an ICAC investigator at the Boulder County Digital Forensics Lab identified ROCKELEIN as the suspect and was able to obtain a search warrant for his apartment in the 1000 block of Delta Drive in Lafayette, Boulder County, CO. Detectives, with the assistance of the Boulder County SWAT Team, served the search warrant and seized several electronic devices.

Detailed forensic analysis of the seized devices, which is a lengthy process, led to the discovery of several CSAM photos and a video. The video and photos depicted female children estimated to be 8-14 years of age. Additionally, chat messages were discovered with an internet user claiming to be a 10-year-old girl in another state. The messages were sexualized and included requests for the purported 10-year-old to send CSAM footage of herself. Examination of the evidence resulted in probable cause to obtain an arrest warrant for ROCKELEIN for online enticement of a child as well as distributing and possessing CSAM.

The Boulder County Sheriff’s Office houses local members of the Colorado ICAC Task Force, comprised of Boulder County Digital Forensics Lab investigators from the Boulder County Sheriff’s Office, Longmont Department of Public Safety, Boulder Police Department, and Boulder County District Attorney’s Office. In addition to other responsibilities, investigators assigned to the Boulder County Digital Forensics Lab are tasked with investigating child sexual exploitation cases and high technology crimes and provide digital forensics expertise and analysis on a wide range of cases.

ROCKELEIN was booked into the Boulder County Jail on an arrest warrant with no bond (until seen by a judicial officer) for: 2 counts of violating C.R.S. §18-6-403(3)(a), sexual exploitation of a child – enticement, a Class 3 Felony; 4 counts of violating C.R.S. §18-6-403(3)(b), sexual exploitation of a child – distribution, a Class 3 Extraordinary Risk Felony; 3 counts of violating C.R.S. §18-6-403(3)(b.5), sexual exploitation of a child – possession of video, a Class 4 Extraordinary Risk Felony; and 3 counts of violating C.R.S. §18-6-403(3)(b.5), sexual exploitation of a child – possession of image, a Class 5 Felony.

Agencies who assisted with this investigation include the: Boulder County Digital Forensics Lab, Longmont Department of Public Safety, Boulder County Sheriff’s Office, Boulder County District Attorney’s Office, Boulder Police Department, Boulder County SWAT, and the Lafayette Police Department.
