1.Purpose/Background

The Boulder County Office of Sustainability Climate Action and Resilience (OSCAR) in partnership with other municipalities and organizations across the region seek informational and community input guidance on Justice40 policy implementation.

  • We plan to hire a consultant to support this process and to undertake the following work:
    • Review current practices and insights from subject matter experts across the nation and internationally to better define how to best approach the Justice40 objective;
    • Share these current practices through a presentation or workshop designed to provide community-based insights tailored to Colorado’s unique context;
    • Facilitate a process to co-create a standardized approach to budgetary audits as well as a transparent way to share findings from these audits with community;
    • Develop and execute a community engagement process to ensure that community leaders and the public are meaningfully involved in what constitutes the “benefits” of a program.
    • Create an Iterative Process to continually incorporate feedback.
    • Compile a comprehensive recommendation document for Boulder County and Partners. The document should include:
      • Suggestions on new structures for J40 oversight, guidance, and/or authority
      • Suggestions on transparency, practices, and engagement with Disproportionately Impacted Communities
      • Suggestions and recommendations on budget guidelines, formalized definitions, and other policy considerations.

2.Written Inquiries

All inquiries regarding this RFP will be submitted via email to the Boulder County Purchasing Office at purchasing@bouldercounty.gov on or before 2:00 p.m., July 27, 2023. A response from the county to all inquiries will be posted and sent via email no later than July 31, 2023.
