The Boulder County Community Planning & Permitting office at 2045 13th St., Boulder is open to the public on Monday, Wednesday, and Thursday from 8 a.m. to 3 p.m., and on Tuesday from 10 a.m. to 3 p.m. Appointments are available on Tuesday but are not required. Schedule an appointment.

DC-17-0002: Parking-related Uses and Regulations Code Amendments

The Land Use Code text amendments in DC-17-0002 were approved by the Board of County Commissioners on Nov. 28, 2017, and are effective May 31, 2018. Board of County Commissioners Public Hearing – March 22, 2018

On March 22, 2018, a review was held by the Board of County Commissioners of proposed Electric Vehicle Charging Fund Standards for implementation of the Land Use Code changes approved in Docket DC-17-0002 (Text Amendments to Article 4 related to parking, including replacing Article 4-513 Transportation use for Park & Ride Facility with a Multimodal Parking Facility use). Pursuant to the approved changes, Electric Vehicle Supply Equipment (charging stations) must be provided for new or expanded parking lots with a total of 15 or more parking spaces, otherwise the project is subject to the Electric Vehicle Charging Fund Standards.

Board of County Commissioners Public Hearing – November 28, 2017

On Nov. 28, 2017, staff proposed replacing the Article 4-513 Transportation use for Park and Ride Facility with a Multimodal Parking Facility use. This update also proposed moving parking requirements for primary uses from Article 4-500 to an accessory Parking use in Article 4-516. The new Parking accessory use does not change the number of parking spaces required under individual uses. After a staff presentation, public testimony, and deliberation, the BOCC voted (2-0) to approve Docket DC-17-0002: Proposed Amendments to the Boulder County Land Use Code for Parking-related Uses and Regulations; and certified the docket for action to the Board which certification includes the approved text of the docket and the official record of the docket before the Commission with the staff comments, public testimony, and Commission discussion and action.

On August 22, 2017 the Board of County Commissioners authorized staff to pursue the text amendments to the Boulder County Land Use Code and Boulder County Multimodal Transportation Standards related to parking-related uses and regulations.

Background

Staff identified a need for a Land Use Code use definition that allows for offsite parking in areas where onsite parking is constrained and where the allowance of offsite parking facilities would help maintain the character and function of the area. Staff proposes to develop a definition for a Multimodal Parking Facility. This may include integrating the use definition of Park and Ride Facility (5-514.D) and adding an accessory Parking Lot use in Article 5-516.
