The Boulder County Transportation Capital Improvement Program (CIP) contains all of the planned transportation improvements for the County in the forthcoming year. Projects include road improvements, bridges and structures, pathways, drainage improvements, transit enhancements, and regional trails that use transportation capital funds.
The CIP includes an annual program of improvements that are presented and approved by the Board of County Commissioners (BOCC) each year, as well as a long-term multi-year plan for implementation of the fifteen-year Countywide Transportation Sales Tax list of projects.

CIP Funding
Funding for the Capital Improvement Program comes from three main sources:
- The Road and Bridge Fund (R&B) is a combination of property taxes, use taxes, state vehicle registration fees (FASTER), specific ownership tax (a tax on vehicle registration) and gasoline taxes collected by the State and County. Road and Bridge funds are restricted to use on the construction and maintenance of roadway-specific projects (including transit and bicycle facilities). R&B collections will be spent on planning, designing, and constructing capital projects, such as repaving roads, repairing and replacing bridges, replacing culverts, repairing sidewalks, etc. The remainder of the road and bridge fund is used by the county for road and infrastructure maintenance activities.
- The Transportation Sales Tax is a countywide 1/10th-of-one-percent sales tax (ten cents on every $100 purchase) on all sales in Boulder County. All of these revenues are dedicated to a specific list of transportation projects approved by Boulder County voters in 2001 and extended in 2007. Eighty-five percent of these funds are dedicated to roadway and transit improvements. Fifteen percent goes towards the construction of the regional trails program. Approximately $4.1 million per year is collected through this fund.
- Federal, State, and Local partnerships fund a percentage of the county’s CIP program. These funds include federal transportation grants awarded to boulder county for specific projects as well as partnerships with local municipalities, the Colorado Department of Transportation (CDOT), or other funding agencies to successfully complete projects.
