Background
In late 2024, Boulder County purchased a building in Boulder at 2525 28th St. (view a map of the location) to become the county’s newest customer-facing hub. The county currently operates two similar hubs that offer multiple departments at one location for county residents, including the St. Vrain Community Hub in Longmont and the Southeast Community Hub in Lafayette.
Multiple departments currently working our of the county’s North Broadway Campus, 1333 Iris Ave., will relocate, offering services from the new 28th Street location once a modest energy efficiency upgrade and and remodeling is complete. This transition is anticipated to take until late 2026.
The departments who will have services at the new 28th Street Boulder County Community Hub are:

- Public Health
- Human Services
- Housing
The $14.2 million purchase comes after the county completed a Space Optimization Study (SOS) in 2024, which informed future county officing plans in Boulder. The study’s findings included:
- Increased use of online and self-service options in the post-pandemic environment.
- Continuing need for an enhanced customer-facing office consolidation option which could not be met through remodeling of other county-owned facilities in Boulder.
- The opportunity to reduce the county’s Boulder-based officing footprint by 17%, enhance energy performance, and reduce North Broadway Campus operating costs by $15 million over the next eight years by relocating customer facing services. For example, the energy savings cost difference between operations at the North Broadway Campus and the 28th Street location is conservatively estimated at $1.7 million over the next eight years.

What Will Happen at the Current Location of These Services (North Broadway Complex)?

During the Nov. 18, 2025, business meeting, the Boulder County Commissioners voted 2-1 to enter into a contract with ABMG, LLC (also known as The Academy Management Group) for the sale of the North Broadway Complex for $26 million.
The property’s future use and zoning will be determined by ABMG, LLC and subject to all applicable City of Boulder review and permitting processes. The site falls within the land use authority of the City of Boulder (not Boulder County).

Boulder County is relocating services from the North Broadway complex to the future 28th St. Boulder Hub. By relocating services, the county will be reducing its officing footprint by 17%, enhance energy performance and save $15 million over the next eight years. For example, the energy savings cost difference between operations at the North Broadway complex and the Boulder Hub location is conservatively estimated at $1.7 million over the next eight years. In addition to supporting the county’s general fund, sale of the North Broadway property is expected to recoup the new hub’s purchase and remodeling.
When will the sale be finalized?
The 90-day due diligence period will begin after the county and ABMG, LLC sign a purchase contract. Closing on the sale is anticipated in the first quarter of 2026.
Does any decision on the sale commit a purchaser to maintain the ballfields?
No. Future uses at the site will ultimately be determined by the property owner through the City of Boulder permitting process.
What is the zoning of the property?
Zoning is Public under the current land use map. A land use change request shifting the property from Public to Residential land will be submitted as part of the Boulder Valley Comprehensive Plan update process. The land use change request will not suggest any zoning preference leaving that determination for a future owner and the community to consider.
If offer(s) provided more housing units, why were they not selected to proceed in negotiations?
The North Broadway Complex was offered for sale with a preference in identifying opportunities for affordable and/or attainable housing where housing units could be owned. The county did receive several offers that might otherwise contribute to regional housing goals and align with the county’s strategic priorities. Some of the offers required county involvement and participation in the property’s entitlement process which was not desired. The county’s position remains that ultimate future uses for the property will be determined by a purchaser and are subject to the City of Boulder permitting process. Ultimately, the county was able to negotiate an assurance that some degree of contribution to regional housing goals will be achieved through this sale.
