Joe Pelle Center Programming

The Joe Pelle Center (JPC) is Boulder County’s new community based alternative sentencing facility, offering dignified and effective options to incarceration. Our mission is to create a safe, sustainable, and supportive environment that encourages accountability, learning, and community well-being.

The programs and services include residential and non-residential mental health and substance use treatment, trauma informed and gender responsive care, equitable and culturally relevant programming, support for securing employment and education, peer support and collaboration with community partners, including hospitals, employers, and faith-based organizations.

The 55,626 square foot facility features community classrooms, day rooms, and supportive spaces designated to house up to 252 clients participating in Boulder Count’s community-based sentencing programs (Community Corrections, Work Release, Day Reporting, and Electronic Home Monitoring).

Community Corrections

Community Corrections provides a structured alternative to prison or probation for individuals sentenced by the District Court. The program focuses on accountability, treatment, and skill-building to support a successful return to the community.

Participants work closely with Case Managers to address risk factors, develop stability, and prepare for long-term success. The program also serves as a step-down option for individuals transitioning from the Department of Corrections prior to parole eligibility.

A Community Corrections Board, appointed by the County Commissioners and composed of community members and system partners, reviews all applications with public safety as the top priority. Upon completion of the residential phase, participants may transition to independent living while remaining under supervision.

Work Release

The Work Release Program allows individuals to serve a county jail sentence while maintaining employment, attending school, and meeting treatment or court-ordered requirements.

Participants live at the Joe Pelle Center but are allowed to work and engage in approved community activities during the day. Each participant is assigned a Case Manager who provides guidance, support, and accountability throughout the program.

The participants are expected to maintain steady employment, participate in any required treatment, meet financial obligations, remain drug and alcohol free and consent to random substance testing.

This program supports individuals in staying connected to their families, jobs, and communities while serving their sentence in a structured environment.

Day Reporting

Day Reporting offers a non-residential alternative for individuals who are eligible by Court approval or through transfer from Work Release to remain in the community under supervision.

The Day Reporting program combines structured daily check-ins with random testing, case management while maintaining employment of 30 hours per week, and GPS technology to enhance accountability and community safety. Participants are monitored through secure GPS devices, allowing staff to verify compliance and support successful reintegration into the community.

Electronic Home Monitoring

The Electronic Home Monitoring (EHM) program allows individuals to serve their sentence at home while maintaining employment and essential daily activities under supervision.

Participants wear an ankle monitor with GPS and have limited, scheduled access to the community for verified purposes such as work, school, treatment, religious services, or essential errands.

The participants will have regular contact with staff and remain in compliance with random home and employment checks, providing a verifiable work schedule and pay stubs, and remain drug and alcohol free. Daily activities cannot exceed 12 hours per day unless given approval from Electronic Home Monitoring staff.

EHM provides a structured yet flexible option that promotes responsibility, independence, and accountability.

Victim Services

Victims have a right to know, to be heard, and to be supported.

The Victim Services Program ensures that victims are informed, supported, and respected throughout the criminal justice process. The Victim Services Specialists will provide case updates and information about upcoming hearings, assist with preparations for critical court proceedings, explain protective services and help address any intimidation or harassment concerns, provide updates about the location and status of the accused, including projected release dates, all while maintaining the confidentiality of victims’ personal information.

The JPC will also provide non-residential services for clients sentenced to Day Reporting and Home Detention/ Electronic Home Monitoring.

The JPC will follow Victim Rights Act requirements including victim notifications.

Success of the Joe Pelle Center will rely heavily on collaboration with justice system partners, families, housing and other human services, faith based organizations and the broader community.
