21-year-old Louisville man arrested for Sexual Exploitation of a Child

Boulder County, Colo. - On Tuesday, August 20, 2024, 21-year-old Louis Felipe CUELLAR was arrested for 9 counts of sexual exploitation of a child relating to possession and distribution of child sexual abuse material (CSAM). The investigation began after the Colorado Internet Crimes Against Children (ICAC) Task Force received information about the distribution of CSAM from the National Center for Missing and Exploited Children (NCMEC). After learning that suspect was likely in the Boulder County area, Colorado ICAC sent the tip to the Boulder County Digital Forensics Lab for investigation.

A series of court orders served on electronic service providers led to evidence amounting to probable cause to obtain a search warrant for CUELLAR’s residence in the 300-block of Matchless Street in Louisville, Boulder County, Colorado. Investigators served the search warrant on July 17, 2024, with the assistance of the Boulder County SWAT Team. Analysis of electronic devices seized during the search warrant led to the discovery of additional CSAM evidence and probable cause to obtain an arrest warrant for CUELLAR for possessing and distributing CSAM.

The Boulder County Sheriff’s Office houses local members of the Colorado ICAC Task Force, comprised of Boulder County Digital Forensics Lab investigators from the Boulder County Sheriff’s Office, Longmont Department of Public Safety, Boulder Police Department, and the Boulder County District Attorney’s Office. In addition to other responsibilities, investigators assigned to the Boulder County Digital Forensics Lab are tasked with investigating child sexual exploitation cases and high technology crimes and provide digital forensics expertise and analysis on a wide range of cases.

CUELLAR turned himself in and was booked into the Boulder County Jail on an arrest warrant with a $30,000 bond for 4 counts of violating C.R.S. §18-6-403(3)(b), Sexual exploitation of a child – distributes sexually exploitative material, a Class 3 Extraordinary Risk Felony; 4 counts of violating C.R.S. §18-6-403(3)(b.5), Sexual exploitation of a child – possession of video, a Class 4 Extraordinary Risk Felony, and 1 count of violating C.R.S. §18-6-403(3)(b.5), Sexual exploitation of a child – possession of image, a Class 5 Extraordinary Risk Felony.

Agencies who assisted with this investigation include the Boulder County Sheriff’s Office, Boulder County Digital Forensics Lab, Boulder County SWAT, Boulder County District Attorney’s Office, Boulder Police Department, and the Louisville Police Department.

The associated Boulder County Sheriff’s Office case number is 24-01675.
