Boulder County Ballot Measures

2026 Boulder County Ballot Measures
The Boulder County Commissioners have referred four ballot measures to the Nov. 3 General Election:
- County Issue 1A, The Early Childhood Care and Education Ballot measure, will appear on all ballots in Boulder County.
- County Issue 6A, The Eldorado Springs Public Improvement District, will only appear on the ballots of electors in the district.
- County Issues 6B and 6C, The Sombrero Ranch and Summerlin ballot measures, will only appear on the ballots of electors in those respective communities.
Additionally, the fall ballot will include a citizen-initiated countywide measure to expand the Board of County Commissioners from three to five members.

County Issue 1A: Boulder County Early Childhood Care and Education Issue (Boulder County Early Childhood Care and Education Mill Levy Increase and Voter-Approved Revenue Change)
SHALL BOULDER COUNTY TAXES BE INCREASED $30,000,000 ANNUALLY (IN TAX COLLECTION YEAR 2027), AND BY SUCH ADDITIONAL AMOUNTS RAISED ANNUALLY THEREAFTER, BY A MILL LEVY IMPOSED AT A RATE OF 2.579 MILLS (EQUATING TO APPROXIMATELY $115 PER YEAR ON A $725,000 HOME BASED ON CURRENT RATES OF ASSESSMENT) FOR THE PURPOSE OF ADDRESSING THE SHORTAGE AND HIGH COST OF CHILD CARE AND PRESCHOOL PROGRAMS FOR BOULDER COUNTY FAMILIES WITH YOUNG CHILDREN, INCLUDING:
- LOWERING THE HIGH COST OF CHILD CARE AND PRESCHOOL FOR BOULDER COUNTY FAMILIES;
- INCREASING THE COMPENSATION OF CHILD CARE AND PRESCHOOL TEACHERS AND STAFF TO RETAIN AND ATTRACT HIGH-QUALITY EDUCATORS; AND
- ADDRESSING THE SHORTAGE OF CARE BY EXPANDING CAPACITY FOR MORE CHILDREN AND REDUCING WAITLISTS; AND SHALL THE REVENUES AND EARNINGS ON THE INVESTMENT OF THE PROCEEDS OF SUCH TAX CONSTITUTE A VOTER-APPROVED REVENUE CHANGE UNDER ARTICLE X SECTION 20 OF THE COLORADO CONSTITUTION AND AN EXCEPTION TO THE LIMITATIONS SET FORTH IN SECTION 29-1-301 OF THE COLORADO REVISED STATUTES, ALL AS MORE PARTICULARLY SET FORTH IN BOARD OF COUNTY COMMISSIONERS’ RESOLUTION NO. 2026-048?

A public hearing was held Thursday, July 23, to ask for input from the public on the proposed Boulder County Early Childhood Care and Education ballot measure.
During the July 23 Public Hearing, the Boulder County Commissioners adopted Resolution 2026-048, referring to the registered electors of the county at the Nov. 3, 2026 general election a ballot issue to increase county property taxes by 2.579 mills to address the shortage and high cost of child care and preschool for Boulder County families with young children by lowering the cost of care, increasing the compensation of child care and preschool teachers and staff, and expanding capacity to serve more children and reduce waitlists; approving the ballot title therefor; and providing for a voter-approved revenue change.
At the Aug. 18 Business Meeting, the commissioners considered a resolution to non-substantively amend the ballot title language of the referred measure entitled the “Boulder County Early Childhood Care and Education Mill Levy Increase and Voter-Approved Revenue Change”, fix, and certify the ballot title. Through Resolution 2026-053, the commissioners amended and certified the Boulder County Early Childhood Care and Education Mill Levy Increase and Voter-Approved Revenue Change ballot title to the Nov. 3, 2026 General Election.
County Issue 6A: Eldorado Springs Public Improvement District (Eldorado Springs Public Improvement District of Boulder County Debt Authorization)
SHALL ELDORADO SPRINGS PUBLIC IMPROVEMENT DISTRICT OF BOULDER COUNTY DEBT (FOR ELDORADO SPRINGS LOCAL IMPROVEMENT DISTRICT NO. 3) BE INCREASED BY UP TO $1,000,000, WITH A MAXIMUM REPAYMENT COST OF UP TO $1,440,000 (SUCH AMOUNTS TO BE REDUCED TO THE EXTENT PROJECTED COSTS OR LOAN RATES HAVE BEEN OVER-ESTIMATED, OR TO THE EXTENT ADDITIONAL SOURCES OF FUNDING, IF ANY, ARE SECURED) FOR THE PURPOSE OF FINANCING THE COSTS OF IMPROVEMENTS TO THE ELDORADO SPRINGS WASTEWATER TREATMENT PLANT AND ANY COSTS NECESSARY OR INCIDENTAL THERETO, INCLUDING WITHOUT LIMITATION THE COST OF ESTABLISHING RESERVES TO SECURE THE PAYMENT OF SUCH DEBT; SHALL SUCH DEBT BEAR INTEREST AT A MAXIMUM NET EFFECTIVE INTEREST RATE NOT TO EXCEED 4% AND BE PAYABLE FROM SPECIAL ASSESSMENTS IMPOSED AGAINST BENEFITED PROPERTIES WITHIN THE LOCAL IMPROVEMENT DISTRICT AND FROM OTHER FUNDS THAT MAY BE LAWFULLY PLEDGED TO THE PAYMENT OF SUCH DEBT; AND SHALL THE REVENUES FROM SUCH SPECIAL ASSESSMENTS AND ANY EARNINGS THEREON AND FROM THE INVESTMENT OF THE PROCEEDS OF SUCH DEBT CONSTITUTE A VOTER-APPROVED REVENUE CHANGE; ALL IN ACCORDANCE WITH RESOLUTION NO. 2026-003 OF THE BOARD OF DIRECTORS OF THE PUBLIC IMPROVEMENT DISTRICT?

A Resolution of the Board of the Eldorado Springs Public Improvement District of Boulder County referring to the electors of the District the question whether the District shall incur a debt payable from special assessments to be assessed within Eldorado Springs Local Improvement District No. 3, to be created by the District after the date hereof, and certifying a ballot title for the November 3, 2026, election to seek voter approval to incur such debt.
The Boulder County Commissioners also forwarded two resident-proposed Public Improvement District (PID) ballot measures to the Nov. 3 ballot. These local measures -– one for Sombrero Ranch and the other for Summerlin — will only appear on the ballots of electors in the respective communities.
County Issue 6B: Sombrero Ranch Public Improvement District of Boulder County Issue (Sombrero Ranch Public Improvement District of Boulder County Mill Levy Increase, Multiple-Fiscal Year Obligation Authorization, Revenue Change and formation)
SHALL SOMBRERO RANCH PUBLIC IMPROVEMENT DISTRICT OF BOULDER COUNTY TAXES BE INCREASED $185,000 (IN TAX COLLECTION YEAR 2027) AND THEREAFTER BY THE DOLLAR AMOUNT PRODUCED FROM THE LEVY OF AN AD VALOREM PROPERTY TAX IMPOSED AT A RATE UP TO 14.47 MILLS, WITH THE ANNUAL TAX REVENUES (REGARDLESS OF DOLLAR AMOUNT) FROM SUCH MILL LEVY TO BE USED FOR RESURFACING COUNTY ROADS WITHIN THE DISTRICT AND OTHER COUNTY ROAD IMPROVEMENT PURPOSES WITHIN THE DISTRICT; AND, SHALL THE DISTRICT BE AUTHORIZED TO ENTER INTO A MULTIPLE-FISCAL YEAR OBLIGATION IN AN AMOUNT NOT TO EXCEED $3,500,000, TO BE PAID FROM THE REVENUES OF THE TAX DESCRIBED ABOVE AND ANY OTHER SOURCES OF FUNDING LEGALLY AVAILABLE TO THE DISTRICT; AND SHALL THE TAX REVENUES DESCRIBED ABOVE, OTHER LEGALLY AVAILABLE FUNDING, IF ANY, AND THE INTEREST EARNINGS THEREON CONSTITUTE A VOTER-APPROVED REVENUE CHANGE UNDER ARTICLE X, SECTION 20 OF THE COLORADO CONSITUTION (TABOR) AND AN EXCEPTION TO THE LIMITATIONS SET FORTH IN SECTION 29-1-301 OF THE COLORADO REVISED STATUTES OR ANY OTHER LIMITS WHICH MAY OTHERWISE APPLY; AND SHALL SOMBRERO RANCH PUBLIC IMPROVEMENT DISTRICT OF BOULDER COUNTY BE ORGANIZED, ALL AS MORE PARTICULARLY SET FORTH IN BOARD OF COUNTY COMMISSIONERS’ RESOLUTION 2026-040.

The Board of County Commissioners (BOCC or the Board) approved the citizen petition to submit to the Nov. 3, 2026, ballot the question of formation of the Sombrero Ranch Public Improvement District of Boulder County (the District) to pay for the reconstruction and repaving of public roads within the District. The petition requested that the Board authorize a vote on the formation question as well as the question of whether District could enter into a multi-fiscal year obligation to finance the reconstruction and repaving, and impose a mill levy to repay the obligation. The attached Resolution 2026-051 amends the ballot language for this petition issue and certifies the ballot measure and title to the County Clerk for publication on the ballots for the Nov. 3, 2026, election.
County Issue 6C: The Summerlin Public Improvement District of Boulder County Issue (Summerlin Public Improvement District of Boulder County Mill Levy Increase, Multiple-Fiscal Year Obligation Authorization, Revenue Change and formation)
SHALL SUMMERLIN PUBLIC IMPROVEMENT DISTRICT OF BOULDER COUNTY TAXES BE INCREASED $60,000 (IN TAX COLLECTION YEAR 2027) AND

Shall the membership of the Boulder County Board of Commissioners be increased from a three member board to a five member board? (Voters can choose Yes or No.)
Boulder County Ballot Question 201
If the membership of the Boulder County Board of Commissioners is increased from a three member board to a five member board, by what method shall the Boulder County Board of Commissioners be elected? (Voters can choose (1) or (2)):
- Five commissioners resident in districts to be elected only by voters resident in the district; or
- Three commissioners resident in districts to be elected only by voters resident in the district; plus two commissioners resident in any district to be elected by voters of the whole county.
Commonly Answered Questions Regarding Ballot Questions 200 and 201
A citizen petition, complying with Colorado Revised Statutes (C.R.S. 30‑10‑306.5(3)), secured enough signatures (at least 8% of Boulder County’s qualified electors) to get this on the ballot.
As required by C.R.S. 30-10-306.5(3), the petition specified two alternative methods for electing five commissioners that would be included on the ballot for voters to decide.
On August 25, 2026, the Board of County Commissioners (BOCC) approved Resolution 2026-056 certifying the ballot language exactly as submitted. The certified ballot language was then submitted to the Clerk & Recorder for inclusion on the November 2026 ballot.
No, the county did not modify the petition language. The Clerk & Recorder verified that the petition conformed to Colorado election laws and was sufficient for placement on the ballot. The BOCC certified the language exactly as the petitioners drafted it, without alterations.
If approved by Boulder County voters, the BOCC will pass a resolution to expand its membership from three to five. Commissioners in the newly expanded BOCC will be elected in accordance with the method voters selected.
If rejected, the BOCC will remain at three commissioners with no changes.
If voters approve Question 1 in November 2026:
- The Board of County Commissioners will officially expand from three to five members, with five commissioners in office, starting January 2029.
- In 2027, the BOCC must convene a redistricting commission to approve one or more plans to divide the relevant county into as many districts as there are county commissioners elected by voters of their district pursuant to C.R.S. 30-10-306.1, -306.4.
- The increased number of commissioner candidate races will be on the ballot at the next general election, scheduled for November 7, 2028.
- After the expansion, commissioners will be elected according to the method selected by voters in Question 2 and pursuant to C.R.S. 30-10-306.5(5) and (6).
