Parks & Open Space Advisory Committee

The Parks & Open Space Advisory Committee (POSAC) reviews proposals and advises Parks & Open Space staff and the Board of County Commissioners on open space issues, new land acquisitions, and the management of existing properties.

Meetings

POSAC usually meets on the fourth Thursday of each month starting at 6:30 p.m.

Meetings will be held in a hybrid format where attendees can join through Zoom or in-person at the Boulder County Courthouse, 1325 Pearl St, 3rd Floor, Boulder.

Agenda and registration will be posted one week before the meeting.

Registration is only required for participants who want to provide public comment at the regular meeting. Regular meetings are streamed live through eSCRIBE. Video will display on the agenda page as soon as the meeting begins.

Site Visits

Site visits and field trips will not provide an opportunity for formal public comment. Visits are informational only and POSAC will not vote on matters related to items. Space is limited and registration is required.

How To Participate

Written public comments may be submitted in advance of the meeting and spoken public comments will be accepted from individuals attending in person or virtually through the Zoom Webinar.

Speaking Times

Generally, each speaker will have a maximum of three minutes per item. In cases where many comments are expected, speakers may be limited to two minutes or another time limitation if appropriate. Pooling of speaker time will be permitted at the discretion of the chair. All speakers wishing to pool their time must be signed up for and present at the meeting. Time allotted for pooled speakers will be determined by the chair, not to exceed a total of ten minutes (or eight minutes where many comments are expected). Speakers are requested not to repeat statements made by previous speakers other than to express points of agreement or disagreement.

Documents Supporting Public Comment

Documents supporting public comment can be emailed to posinfo@bouldercounty.gov or printed copies can be provided at the meeting for POSAC members and staff. Public presentations will not be displayed on monitors during public comment.

Use the comment form to submit comments to POSAC. Comments are compiled and sent to the committee before the monthly meeting. Comments submitted after 3 p.m. on the day of the meeting may not be seen before the meeting.

Purpose and Bylaws

POSAC is an advisory board appointed by the Board of County Commissioners. While it does not make binding decisions, it plays a key role in reviewing proposals and providing recommendations to Parks & Open Space staff, Boulder County Commissioners, and, occasionally, the Boulder County Planning Commission. POSAC advises on various open space matters, new land acquisitions, and Parks & Open Space plans, programs, and actions.
