Citizen Review Panel

Citizen Review Panel

The Citizen Review Panel is a state mandated formal grievance process for complaints regarding rude or unprofessional conduct, failure or refusal to communicate (including failure to return phone calls or emails), or conduct that can be considered disrespectful.

What is The Citizen Review Panel?

The Citizen Review Panel (CRP) is an independent group of Boulder County citizens who review complaints regarding unresponsiveness or unprofessional conduct by Boulder County Housing & Human Services’ Family and Children Services employees. Panel members are appointed by Boulder County Commissioners. No employees of the Boulder County Department of Housing & Human Services or the Colorado Department of Human Services are on the panel.

It is important to remember that this process is for complaints about Housing & Human Services employee CONDUCT only. This process does not change any civil or criminal investigation or court action. For example, recommendations can not be made by the Citizen’s Review Panel regarding:

  • Substantiation of abuse or neglect
  • TRAILS Documentation
  • Filing of Dependency/Neglect petitions or criminal charges
  • Treatment planning for a child or family
  • Custody, placement or visitation regarding a child
  • Removal of a child from his or her parent, guardian or custodian

Qualifications: Professional experience working with families and children is helpful, e.g., therapists, teachers, and social workers. Must be able to resolve issues, be impartial, and be a good communicator. One sitting member is to have a child under the age of 18.

Time commitment: This panel generally requires very little time. There is 1 informal meeting per year in March to discuss pertinent information regarding the Citizen Review Panel. Should a grievance come before the Panel, advance notice will be given. The Panel will gather during a weekday between the hours of 9 a.m. to 5 p.m. with the review process taking approximately 3-4 hours.

Term: 3 years with 1 panelist presiding as Chairman and 2 alternate positions

Location: The Citizen Review Panel review will be held on the North Broadway Campus in Boulder.
