The Low-Income Energy Assistance Program (LEAP) helps families and individuals with heating costs during the winter. The program runs from November 1 through April 30 each year. LEAP is meant to help with part of your heating costs, not to pay the full bill.
Low-Income Energy Assistance Program
To qualify for LEAP, you must:
- Have at least one household member who is a U.S. citizen or legal permanent resident
- Live in Colorado (and in Boulder County if applying here)
- Pay heating costs, or have heating included in your rent
- Meet income limits based on your household size and monthly income
You can apply for LEAP between November 1 and April 30.
Ways to apply:
- Online: Apply on the Colorado PEAK website starting November 1.
- Mail or fax: Download and print an application (English or Spanish) from the Colorado LEAP website.

Email is the fastest way to send your application. You will get a tracking number to confirm it was received.
Allow up to 50 days for processing. You will receive a letter in the mail with your approval or denial. To check your application status, call 1-866-HEAT-HELP (866-432-8435). For general questions, call 1-888-775-5327.
Crisis Intervention Program
If your home’s main heating system needs repair, the Crisis Intervention Program (CIP) may be able to help. This program covers non-fuel emergencies, such as furnace repairs or other heating system issues.
To qualify for CIP, you must already be approved for LEAP. For more information, call 1-855-469-4328 or visit the Energy Outreach Colorado website.
How do LEAP payments work?
If you are approved, your benefit covers the entire heating season. You may receive your payment in one or two installments. You will get a Notice of Eligibility by mail. This notice will tell you:
- If your application was approved or denied
- The vendor (utility company) receiving your payment
- The amount and date of payment
What should I do if I get a shut-off notice for my heat?
If you receive a disconnect or shut-off notice, send a copy of that notice to the LEAP office right away. This helps staff process your application faster and may prevent your utilities from being shut off.
My heat costs are paid to my landlord and not a heating company, can I still qualify for LEAP?
Yes, in most cases. You should still submit an application to see if you qualify.
When can I apply for assistance?
You can apply for LEAP between November 1 and April 30 each year. This is the official heating season.
I submitted my application and I have not heard anything yet, where can I call to get the status of my application?

How long does it take to process my application?
If your application is complete and includes all required documents, it is usually processed within 30 days. The program allows up to 50 days for processing. Missing information can delay your application.
