Item No. 1: Public Hearing on BCHA Annual Plan and Housing Choice Voucher Plan Staff Contact: Kelly Keefe Location - Hybrid: Hearing Room and Zoom Webinar Boulder County Housing Authority: The Boulder County Housing Authority (BCHA) will hold a public hearing to conclude the 45-day comment period on both the BCHA 2026 Annual Plan and Housing Choice Voucher (HCV) Administrative Plan changes, submitted to the U.S. Department of Housing and Urban Development (HUD). As a Public Housing Agency (PHA), BCHA is required to submit an annual plan to HUD 75 days before the start of its fiscal year (January 1). The Annual Plan is a comprehensive guide to BCHA policies, programs, operations, and strategies for meeting local housing needs and goals. The HCV Administrative Plan is a local document that outlines BCHA’s policies and procedures for administering the HCV program in accordance with HUD requirements, including applicant selection, waiting lists, payment standards, and staff responsibilities. It serves as a supporting document to the broader Annual Plan and is available for public review.
