Boulder County Housing Authority: The Boulder County Housing Authority (BCHA) will hold a public hearing to conclude the 45-day comment period on both the BCHA 2026 Annual Plan and Housing Choice Voucher (HCV) Administrative Plan changes, submitted to the U.S. Department of Housing and Urban Development (HUD). As a Public Housing Agency (PHA), BCHA is required to submit an annual plan to HUD 75 days before the start of its fiscal year (January 1). The Annual Plan is a comprehensive guide to BCHA policies, programs, operations, and strategies for meeting local housing needs and goals. The HCV Administrative Plan is a local document that outlines BCHA’s policies and procedures for administering the HCV program in accordance with HUD requirements, including applicant selection, waiting lists, payment standards, and staff responsibilities. It serves as a supporting document to the broader Annual Plan and is available for public review. BCHA must hold a public hearing each year to invite comments on any changes to goals, objectives, policies, or administrative plan procedures, and to consult with resident advisory boards. HUD considers this annual public hearing essential in determining whether changes are needed. All information relevant to the hearing and any agency determinations regarding changes to the Annual Plan or HCV Administrative Plan is available for public inspection at the principal office of the PHA during normal business hours.

Item No. 2: Public Hearing on BCHA Moving to Work Supplement to Annual Plan

Location – Hybrid: Hearing Room and Zoom Webinar Boulder County Housing Authority: Moving to Work Supplement to the 2026 Annual Plan; Boulder County Housing Authority (BCHA): This hearing is the conclusion of the 45-day comment period for the public to make comments on Boulder County Housing Authority’s 2026 Moving To Work (MTW) Supplement to the 2026 Annual Plan, for the Department of Housing and Urban Development (HUD). As a Public Housing Agency (PHA), BCHA is required to submit an annual plan to HUD every year 75 days before the start of our fiscal year which is considered January 1. The MTW Supplement to the Annual PHA Plan describes the reporting requirements for MTW Expansion PHAs and will be submitted once per year as part of the standard PHA Plan process. MTW Expansion PHAs will indicate the MTW activities they intend to implement from the list of MTW Waivers provided in the MTW Operations Notice. Each PHA must annually hold a public hearing regarding any changes to the goals, objectives, and policies and invite public comment regarding such changes. The PHA must also consult with and consider the recommendations of the resident advisory board(s) at the public hearing. HUD considers the annual public hearing essential to PHAs in determining whether changes to goals, objectives, and policies are needed. BCHA has made all information relevant to the hearing and any determination by the agency regarding changes to the goals, objectives, and policies of the agency to be considered at the hearing, available for public inspection at the principal office of the PHA during normal business hours.
