Boulder County Region Opioid Settlement Dollars Funding and Application

Boulder County, on behalf of the Boulder County Opioid Abatement Region, seeks to provide funding to programs focused on reducing opioid use and the harms caused to the community by the dishonest and unethical marketing of prescription opioid painkillers. Funding aims to expand and enhance prevention & education, harm reduction, treatment, and recovery programming. This funding is open to all eligible entities with interest in partnering with Boulder County to address the opioid epidemic.

Funding may open multiple times per year. Funding opportunities will align with strategies identified in the abatement plan.

County, city and community organizations are eligible to apply for these funds.

When will funding opportunities be open to community organizations?

  • 2025 funding opportunities will be open between August 15 through October 10.

What types of organizations are eligible to apply for Opioid Settlement Dollars?

  • In general, this funding is open to all eligible entities interested in partnering with the Region to combat the current opioid crisis.
  • The following eligibility requirements should be met by applicants:
  • Applicant must provide services or engage in activities related to substance misuse and behavioral health support in alignment with the goal areas listed in the specific funding opportunity.
  • Applicant, its officers, and employees are not currently debarred or suspended from doing business with the Federal Government, State of Colorado, Boulder County, or any other local government.
  • Entities selected for funding must be able to participate in the evaluation of its proposed programming, including collecting demographic information of its participants and identified outcomes, unless otherwise stipulated in the funding agreement.
  • Applicants do not need to reside in Boulder County but the program’s services related to Opioid Abatement funding must be completed primarily in and for Boulder County communities.
  • Refer to the individual funding opportunities for specific eligibility requirements.

What can Opioid Settlement Dollars be used for?

  • Opioid Settlement Dollars must be used in accordance with approved uses listed in Exhibit E from the national TEVA settlement as well as Exhibit A from the Colorado MOU.
  • The primary goal of Opioid Settlement Dollars is to support expansion of programming and kickstarting new, innovative supports for the community, not supplanting or replacing current existing funding.
  • Organizations should seek sustainable funding from other sources such as billing Medicaid or private insurance for services and other grant opportunities.
  • The Boulder County Region will open specific funding opportunities for programming in alignment with strategies identified in its 2025-2028 Opioid Abatement Plan.

I manage an opioid abatement program or have an idea to start one and am in need of funding. Can I present my ideas or needs to the Ops Board or Regional Council?

  • At this time, funding will not be available to programming beyond specific application windows and identified funding areas.

Are Opioid Settlement Dollars only one-year contracts or funding agreements?

  • Not necessarily. In some cases, multi-year contracts or funding agreements may be available. Multi-year funding agreements may include some stipulations, such as an annual review for ongoing necessity of funding or stepped funding reduction over time.

How can I join the Operations Board?

  • If you are interested in joining the Operations Board, please reach out to Kelly Veit (kveit@bouldercounty.gov) and Tucker Eurman (teurman@bouldercounty.gov). Please include your name, organization (if applicable), and relevant lived experience (if applicable). They will alert you if a seat becomes available and will be conducting interviews for new members.

How can I watch a Boulder County Region Opioid Council meeting?

  • The Boulder County Region Opioid Council meetings are public and held virtually the third Friday of each month from 11:30 – 1 p.m. via Zoom.
