Housing Developments

The Boulder County Housing Authority is helping to address the need for more affordable housing in our communities. We are committed to creating high-quality, environmentally friendly neighborhoods where people can feel at home.

The Boulder County Housing Authority (BCHA) works with public and private partners to build more affordable rental housing in our community. One way we do this is through Special Limited Partnerships (SLPs).

SLPs are partnerships that let BCHA join with developers to create housing that meets Boulder County’s needs and priorities. When BCHA is part of a project through an SLP, the developer can qualify for sales and property tax exemptions as long as BCHA keeps ownership in the project.

BCHA’s goal is to make this process clear, fair, and consistent. We use the Special Limited Partnership Policy to review all proposals and decide if an SLP is the right fit. Our focus is on creating housing that is affordable, accessible, inclusive, and environmentally responsible so everyone in Boulder County has the chance to thrive.

The Spoke on Coffman

The Spoke on Coffman is a housing project created by Boulder County Housing Authority (BCHA), the Longmont Downtown Development Authority, and a local business. It’s located at 518 Coffman Street in downtown Longmont.

This building has:

  • 73 affordable rental homes for people and families who earn 60% or less of the area’s median income
  • 263 parking spaces for residents, downtown workers, and visitors
  • A commercial space, which may become a workforce café
  • BCHA Property Management offices

Tungsten Village

Tungsten Village is a BCHA project located near downtown Nederland at 333 State Highway 72. It was finished in 2020 and includes:

  • 26 affordable rental homes
  • A location close to public transportation and local services

Kestrel

In 2013, Boulder County bought 13 acres in Louisville to build more affordable housing. This area is now called Kestrel, located near Highway 42 and South Boulder Road.

Kestrel includes:

  • 200 affordable rental homes for families and seniors (age 55+)
  • Pocket parks, community gardens, and walking/biking trails
  • Space for businesses

Aspinwall

Aspinwall is a BCHA housing project in Lafayette. It includes:

  • 72 new affordable rental homes
  • 95 updated units that were already managed by BCHA

Josephine Commons

Josephine Commons is an affordable housing development in Lafayette at 455 N. Burlington Ave. It offers:

  • 153 apartment-style homes for seniors
  • Rental units for low-income families

Willoughby Corner

With housing costs going up in Boulder County and across the Front Range, the City of Lafayette and Boulder County are working together to create a neighborhood of affordable homes.

The homes are being built on a 24-acre site near 120th Street and East Emma Street in Lafayette. The land was bought for $3.5 million from Flatirons Community Church, which supports affordable housing. Phase 1 of Willoughby Corner is complete with:

  • 5 completed buildings with 192 rental homes
  • New roundabouts, walking, and bike infrastructure
  • A new RTD bus shelter and dedicated bus lines
  • Community amenities including gardens, a dog park, and a basketball/pickleball court
  • A sustainable design with solar panels

Phase 2 will include 128 units of rental multifamily apartment homes. Phase 3 will include 80 affordable for-sale homes. Learn more about Willoughby Corner.
