Colorado citizens who are living outside the U.S. and all active military personnel absent from Colorado, including their spouses and voting-age dependents, are eligible to register and vote by mail under the Uniformed and Overseas Citizens and Absentee Voting Act (UOCAVA) and Colorado law.
When registering to vote as an overseas or military voter, you must provide both your residential address in Colorado and your current mailing address. Your residential address is the last residence you maintained in Colorado before your departure.
Before registering, please review the voter registration requirements and confirm you qualify as a Uniformed and/or Overseas Voter (UOCAVA) because you are:
- On active duty in the uniformed services or merchant marine.
- An eligible spouse or dependent of a service member.
- Active National Guard member on State orders.
- A U.S. citizen residing or traveling outside the U.S. or its territories
Getting registered or updating your UOCAVA registration:
Visit www.GoVoteColorado.gov and register/update your registration as an overseas/military (UOCAVA) voter:
- You will need a Colorado driver’s license, state ID, or the last 4 digits of your Social Security number.*
- See section below for ballot delivery options.
- If you are changing your ballot delivery method to electronic after ballots have gone out (45-days before an election), updating your voter registration with email preference will trigger our office to contact you via email with directions on how to access the secure ballot platform. This email can take up to one business day to arrive after you have updated your registration.
*Note: If you register as a new voter online using the last 4 digits of your SSN, you will be asked to complete additional steps to provide us with your signature. As an alternative to using www.GoVoteColorado.gov, you may complete the Federal Postcard Application online at www.fvap.gov/Colorado and email the form to USVote@bouldercounty.gov.
Choosing A Ballot Receipt Method
UOCAVA voters have three different options concerning how they receive their ballot.
Method 1 – Email/Online Ballot: Choosing this method requires the voter to have an email address on file. No later than 45 days before an election (or within several days of when the voter changes their registration) the voter will be sent an email containing a link to a secure ballot access website, as well as a Voter Affidavit. Once the ballot has been voted and the affidavit has been hand-signed, these documents can be scanned and returned through a secure ballot return website or by email to usvote@bouldercounty.gov.
Method 2 – Fax Ballot: Boulder County Elections will send the voter a blank ballot and Voter Affidavit via fax. Once the ballot has been voted and the affidavit hand-signed, these documents can be faxed back to us at 303-413-7728.
Method 3 – Mail Ballot: Boulder County Elections will send the voter a blank ballot and a return envelope via the United States Postal Service. Once the ballot has been filled out and the affidavit (located on the return envelope) has been signed, the voter will seal the envelope and mail it back to our address, which is pre-printed on the return envelope.
