Background
In late 2024, Boulder County purchased a building in Boulder at 2525 28th St. (view a map of the location) to become the county’s newest customer-facing hub. The county currently operates two similar hubs that offer multiple departments at one location for county residents, including the St. Vrain Community Hub in Longmont and the Southeast Community Hub in Lafayette.
Multiple departments currently working our of the county’s North Broadway Campus, 1333 Iris Ave., will relocate, offering services from the new 28th Street location once a modest energy efficiency upgrade and and remodeling is complete. This transition is anticipated to take until late 2026.
The departments who will have services at the new 28th Street Boulder County Community Hub are:
- Community Services
- Public Health
- Human Services
- Department of Housing
The $14.2 million purchase comes after the county completed a Space Optimization Study (SOS) in 2024, which informed future county officing plans in Boulder. The study’s findings included:
- Increased use of online and self-service options in the post-pandemic environment.
- Continuing need for an enhanced customer-facing office consolidation option which could not be met through remodeling of other county-owned facilities in Boulder.
- The opportunity to reduce the county’s Boulder-based officing footprint by 17%, enhance energy performance, and reduce North Broadway Campus operating costs by $15 million over the next eight years by relocating customer facing services. For example, the energy savings cost difference between operations at the North Broadway Campus and the 28th Street location is conservatively estimated at $1.7 million over the next eight years.

About the New Building
- Close to the Boulder Junction transit center and served directly by multiple regional and local bus lines that run along the 28th Street corridor.
- Adjacent to the City of Boulder’s Goose Creek multi-use trail, which connects to several other city paths.
- On-site B-Cycle station
- 40,000 square-feet building currently has 134 parking spaces, 54 of which are covered by the building.
- Electric vehicle charging stations will be available.

What Will Happen at the Current Location of These Services (North Broadway Complex)?
Boulder County is currently determining next steps – read the news release regarding the purchase of the 28th Street HUB – for the North Broadway Campus (1333 Iris Ave.) and the adjacent North Boulder Baseball Complex. Current plans are to offer the entire parcel through a competitive bidding process.
