Boulder County will Sell North Broadway Complex and Relocate Services to 28th Street

The county’s 2024 completion of a Space Optimization Study (SOS) has paved the way for consideration of a future reuse of the North Broadway Complex located at 1333 Iris Avenue.
With the purchase of a building at 2525 28th Street, the county will centralize services currently delivered from the North Broadway Complex to the new site that will enhance both resident and employee experience while improving energy performance.
After careful consideration, Boulder County will not pursue continued ownership and redevelopment of the North Broadway Complex, focusing instead on advancing operations at the new Boulder Hub location and on achieving the goals outlined below:
- Purchase of the 28th Street future hub location reduces the county’s Boulder-based office footprint by 17% and reduces North Boulder Complex operating carrying costs by $15 million over the next eight years.
- The energy savings cost difference between operations at the North Broadway Complex and the new hub location is conservatively estimated at $1.7 million over the same period.
- The county’s new hub location will also aid safety, operating efficiency, service access and ADA-compliance while improving the visiting and work experience of county clients and staff.
The North Broadway Complex’s location, transit access and existing infrastructure suggests significant opportunity for reuse. The county appreciates the property’s potential in addressing community needs and recognizes the property’s current public zoning, uses and neighborhood context.
Boulder County will submit a land use change request for the property during the 2025 Boulder Valley Comprehensive Plan update process and will concurrently pursue sale of the property to reduce the organization’s carrying costs and capture the opportunities listed above. Community members will have an opportunity to share perspectives on future use of the property during the Comprehensive Plan process as early as this spring.
