Boulder County Comprehensive Plan Environmental Resources Maps Update BCCP-22-0001

Background

The Boulder County Comprehensive Plan (BCCP) is the county’s primary policy document to guide land use and related decision making in unincorporated Boulder County.

Staff in Boulder County Community Planning & Permitting worked with Boulder County Parks & Open Space to update the mapping information associated with the Environmental Resources Element of the Boulder County Comprehensive Plan. Staff did not propose any changes to the policies of the Environmental Resources Element. However, the proposed map modifications are related to the Comprehensive Plan and included:

  • Displaying environmental resource information in municipalities and county subdivisions on official maps to provide a more comprehensive understanding of resources within the geographic boundaries of the county;
  • Correcting issues identified in the Wetlands & Riparian Areas Maps and the Rare Plant Areas & Significant Natural Communities Maps;
  • Updating information in the Species of Special Concern and Significant Natural Communities List and associated narrative;
  • Removing Critical Wildlife Habitat #36 from the Critical Wildlife Habitat Map, based on the approved update to the Carolyn Holmberg Preserve at Rock Creek Farm Management Plan in 2020.


Past Public Meetings and Hearings

Planning Commission Public Hearing, Feb. 15, 2023

Staff received approval to make clerical updates to all Comprehensive Plan maps to reflect current municipal boundaries and to ensure consistent formatting. Staff also recommended general changes to the maps and associated information to aid in the use of Environmental Resource Element maps and incorporate new data, lists, and rankings.

The Planning Commission held a public hearing on the proposed amendment to the Comprehensive Plan as Docket BCCP-22-0001 on December 14, 2022. The Planning Commission Resolution was adopted on February 15, 2023.

The Planning Commission heard a proposal to update several Environmental Resources Element (ERE) Maps and heard a request to reprint updated Comprehensive Plan Maps. The proposed map changes and updates do not result in any policy changes within the Comprehensive Plan.
