Allenspark Townsite Planning Initiative

2019 Resident Survey

Boulder County Land Use (now known as Community Planning & Permitting) staff circulated a survey in March 2019 to gauge the community’s preferred path forward for efforts to addressing the Allenspark community’s planning needs. Thank you to those who were able to complete the survey. Your feedback and comments are extremely valuable and a vital part of the process.

The survey results indicate a need for individual property owner conversations with staff to address parcel by parcel concerns utilizing the current Land Use Code. In addition, there appears to be substantial interest among respondents to further explore the Rural Community District concept. Staff recommends stationing a planner in Allenspark with office hours on a weekly or bi-weekly schedule during the summer months to address resident concerns. View or download the survey summary.

On Nov. 18, 2019, Boulder County staff met with members of the Allenspark community to further discuss pursuing the Rural Community District (RCD) concept for the Allenspark Townsite.

On Oct. 2, 2019, Boulder County staff met with members of the Allenspark community to discuss short-term rentals (STR). The Boulder County Community Planning & Permitting Department (formerly the Land Use Dept.) is updating Land Use Code regulations related to short-term rentals in unincorporated (i.e., outside cities and towns) Boulder County.

On July 23, 2019, Boulder County staff met with members of the Allenspark Townsite community to further discuss topics identified as priorities through previous engagement with the community. The goal was to confirm community priorities identified to date and collaboratively define a process for moving forward to address community planning priorities.

Allenspark Townsite Planning Initiative Community Working Group Meeting – Nov. 7, 2018

Boulder County held an Allenspark Townsite Planning Initiative Community Meeting at the Allenspark Fire Hall on Nov. 7, 2018. The purpose of the meeting was to further clarify and prioritize the community’s concerns and interests, and to initiate steps to address issues.

Boulder County – Allenspark Townsite Planning Initiative Community Meeting – July 23, 2018

Boulder County held a meeting at the Allenspark Fire Hall on July 23, 2018 to engage the community in discussing potential ways to address unique land use issues affecting the Allenspark Townsite (such as setbacks, addressing non-conforming properties, business zoning, historic preservation and other issues). This meeting continued earlier discussions as part of the county’s Townsite Planning Initiative (TPI). The current focus is on the Allenspark Townsite. Staff provided an overview of progress to date, then lead participants in identification and discussion of issues, and establish next steps. The goal is to find a collaborative path forward. Background on the 747 Community Project

The 747 Community Project was put on hold after the September 2013 flood and has resumed as the Allenspark Townsite Initiative.

Residents of the greater Allenspark, Raymond, and Riverside community formed the 747 Community Project to guide the Allenspark, Raymond, and Riverside Townsite Planning initiative. In 2013, the Allenspark regional planning process entered a phase where the County Land Use Department would oversee review of the five proposals (Comprehensive Plan, Interface Committee, Built Environment, Building Materials and Business Zoning) developed through the 747 Community Project planning process. The goal was for staff to work closely with the 747 Community Project and any other members of the Allenspark community to explore ways to address the concerns raised by the Commissioners, discuss parts of the proposals that staff feels need further work as well as meet the intent of the proposals. Planning Commission Public Hearing: Docket BCCP-10-0001: Allenspark Regional Comprehensive Plan – April 4, 2013

Proposed plan for the area within the Allenspark Fire Protection District including the townsites of Allenspark, Raymond, and Riverside, for inclusion into the Boulder County Comprehensive Plan. This was an introduction of the Allenspark Regional Comprehensive Plan Summary only – Planning Commission did not take any action on this docket at this time. The public was invited to review the draft staff report and to comment on the Summary either in writing or in person.
