Site Plan Review Process Fees

The Boulder County Community Planning & Permitting office at 2045 13th St., Boulder is open to the public on Monday, Wednesday, and Thursday from 8 a.m. to 3 p.m., and on Tuesday from 10 a.m. to 3 p.m. Appointments are available on Tuesday but are not required. Schedule an appointment.

Site Plan Review Process Fees

Site Plan Review (SPR) is a process for proposed new development identifies and evaluates any significant adverse impacts on the environment, agricultural lands, surrounding land uses, neighborhoods, and infrastructure, in addition to ways to avoid or acceptably mitigate imposition of reasonable conditions.

Planning and Zoning Fee History

The fee structure attempts to recover actual costs of providing planning and development review services. The fees have been updated over the years, the last time in 2016. The County implemented the recovery cost fee system so that people who are getting the benefit of the development are bearing the direct costs of the review rather than the general taxpayer subsidizing the cost of development.

Planning Review Fees Policy and Fee Schedule

At the time of Site Plan Review application submittal, the Community Planning & Permitting Department collects a flat fee or base fee, which is not refundable. Where a flat fee is collected, the fee is generally based on the number of hours of review expected for a specific type of application. Applications where the review time and application complexity is less predictable are subject to additional billing. For reviews with ongoing billing, additional charges will be billed at $103.83/hour. Fees will be billed monthly and fees must be paid within 30 days of billing or processing of the application may be suspended.

Applications must include the fee payment agreement. The Fee Agreement establishes the applicant as being responsible for payment of all costs associated with processing the application. The Agreement must be signed by the party responsible for payment and the property owner and submitted with the application in order for it to be accepted as complete. The County may stop processing an application at any point if fees are not kept current and that all fees must be paid in full before any approval can be finalized or acted upon.
