Background

Senate Bill 24-174 Sustainable Affordable Housing Assistance (“the Act”) was passed by the legislature and became effective on May 30, 2024. The Act requires that by December 31, 2026, local governments include water supply and strategic growth elements in their comprehensive plans; the Boulder County Comprehensive Plan in the case of Boulder County. These elements must also be updated on a five-year basis. The state intends for these elements to “encourage smarter land use, prevent sprawl, and ensure alignment between development and available water resources.” Additional information is available on DOLA’s water supply guidance webpage and strategic growth webpage.
