Mobile Home Communities Program

Boulder County is committed to keeping manufactured and mobile homes as an affordable housing option for local families. The Department of Housing created the Mobile Home Communities Program to repair and improve mobile homes across the county.

The program focuses on:

  • Health and safety improvements
  • Energy efficiency
  • Code compliance
  • Accessibility

Boulder County is working with the City of Boulder to carry out this work.

Working Together Across County Departments

The program meets regularly with staff from other Boulder County departments to share updates, plan outreach, and coordinate work. These meetings happen every month and help make sure residents have one main point of contact for county programs working in their communities.

Wastewater Improvements at Sans Souci Co-Op

Boulder County is providing the Sans Souci Co-Op with a $1 million forgivable loan to replace its wastewater treatment facility. The old system is in a floodplain near South Boulder Creek. The new facility will be built outside the floodplain and will provide clean water for 62 households.

Wind Damage Repair Grants

On December 30, 2021, more than 400 manufactured homes were damaged by strong winds during the Straight-Line Wind Event that fueled the Marshall Fire. Boulder County received $2 million from the Community Development Block Grant – Disaster Recovery Program through the Colorado Department of Local Affairs to repair homes damaged by that storm.

Working with the City of Boulder, the county is helping residents fix damage, improve protection from future weather events, and lower their energy costs.

The Boulder County Commissioners set aside $5 million from the American Rescue Plan Act (ARPA) to help mobile home residents buy their parks, improve infrastructure, and make needed home repairs.

Since launching in 2023, the Mobile Home Communities Program has completed the following projects:

  • Purchased 224 Seward in Lyons
    In 2024, the Boulder County Housing Authority (BCHA) bought the 14-home community at 224 Seward Street in Lyons for $1.67 million. Another $300,000 is being used to fix urgent life-safety issues. Long-term, the county, BCHA, residents, and the Town of Lyons will work together to improve the property and keep homes affordable.
  • Helped Residents Buy La Luna Mobile Home Park
    In 2023, Boulder County helped residents of the La Luna Mobile Home Park in Lafayette buy their community with a $1.055 million forgivable loan. This ensures the 34 homes there stay affordable.
  • Home Repairs and Improvements
    The program invested $400,000 to repair homes in two Boulder parks: Columbine Mobile Home Park, one of the county’s oldest and lowest-income communities, and Orchard Grove Mobile Home Park, where repairs helped prevent the eviction of more than 25 households.

In 2023, Boulder County worked with the University of Colorado Boulder to survey mobile home residents about their needs, priorities, and satisfaction with life in their communities. The survey helps ensure that program funds are used fairly and meet the most urgent needs.

The survey received 252 responses from residents in Longmont and Lafayette. It asked about:

  • Needed home repairs
  • Homeownership and interest in buying parks
  • Transportation and utility challenges
  • Infrastructure and community space access

To gather this information, the county partnered with CU Boulder’s Department of Geography and Promotoras de Salud from El Centro AMISTAD. Surveyors went door-to-door and also distributed paper and online forms to collect firsthand feedback from residents.
