Workforce Innovation and Opportunity Act Adult and Dislocated Worker Program
Overview
The Workforce Innovation and Opportunity Act (WIOA) is a program designed to provide services that will increase skills for adults, resulting in employment and greater earnings. WIOA offers education and job training programs that can help in overcoming employment barriers.
Description
The Adult and Dislocated Worker Program, under Title I of the Workforce Innovation and Opportunity Act, is designed to provide quality employment services to assist eligible individuals in finding, and qualifying for, meaningful employment, and to help employers find the skilled workers they need to compete and succeed in business.
Services Available to all Clients
- Self-registration into Connecting Colorado
- Labor market information available to all job seekers
- Staff assisted services and referrals
- Referrals for appropriate jobs that fit an applicant’s assessed interests, needs and abilities
- Access to computers, telephones, fax machine, copier and reference materials for job search related activities
- Basic computer training to support job search activities
- Job Search Workshops
- Career Exploration workshops
Additional Services
An adult, 18 years and older, who is eligible for basic services and who has exhibited significant obstacles to finding employment, reemployment, or job retention after having utilized the above listed services, may be considered for further services that could include individual training accounts or on-the-job training.
General Qualifications
• Dislocated workers.
- Has been terminated or laid off, or has received a notice of termination or layoff from employment with in the last five years; and
- Is eligible for or has exhausted unemployment insurance; or
- Has demonstrated an appropriate attachment to the workforce, but is not eligible for unemployment insurance, and is unlikely to return to a previous industry or occupation without additional training;
- Has been terminated or laid off or received notification of termination or layoff from employment as a result of a permanent closure or substantial layoff;
- Is employed at a facility, where the employer has made the general announcement that the facility will close within a 180 days;
- Was self-employed (including employment as a farmer, a rancher, or a fisherman) but is unemployed as a result of general economic conditions in the community or because of a natural disaster; or
- Is a displaced homemaker who is no longer supported by another family member
• Unemployed adults or employed adults, who earn less than the self-sufficient wage, might also be eligible to receive services to obtain employment that allows for self-sufficiency.
