Rights-of-way and easements are sometimes dedicated or platted and then… nothing. The road is never developed, the utilities are rerouted, and the space is otherwise underutilized. If they are not being used, adjacent property owners can request the Planning Commission and Board of County Commissioners release these spaces from public ownership. This process is called a Vacation.
