Sexually violent predator paroles to unincorporated Boulder County

Boulder County, Colo. - The Boulder County Sheriff's Office is releasing the
following information pursuant to the Colorado Revised Statutes, which
authorizes law enforcement agencies to inform the public of a sex offender's
release when the offender has been determined to be a sexually violent predator
and is subject to community notification.

David Nicolai Bland, 43, was convicted of a sexual offense
that requires law enforcement registration. Mr. Bland has indicated that he is
homeless and plans to reside part-time in unincorporated Boulder County in the
area west of Broadway and Lee Hill. He also plans to reside part-time in the
City of Boulder along the bike path just north of Arapahoe Avenue and Old Tale
Road.

Mr. Bland has been determined to present a high potential to
re-offend and is therefore subject to community notification regarding his
residence in this community.

Further dissemination of this bulletin by citizens is
discouraged. Community members needing information should contact the sheriff's
office. The Colorado Department of Public Safety has created an education video
on sexually violent predators.

The purpose of this notification is to enhance public safety
and protection. Vigilantism, or use of this information to harass, threaten, or
intimidate any of the following people is criminal behavior and will not be
tolerated: the offender, the offender's significant others and the community
notification team.
