Boulder County Elections receives national award for Ballot Box Tracking System

Boulder County, Colo. – On behalf of the Boulder County Elections Division and the county IT Department, Boulder County Clerk and Recorder Hillary Hall accepted the “Eagles Award for the outstanding use of technology” yesterday at the Election Center’s 32nd national conference hosted in Philadelphia, PA. The award was for Boulder County’s Ballot Box Tracking System, an innovative web-based tracking system that was developed in collaboration between the two county offices.

Boulder County’s Ballot Box Tracking System is a web-based application that tracks the physical whereabouts and ensures an electronic chain-of-custody log for every ballot box used in Boulder County. The Ballot Box Tracking System provides real-time snapshots of where ballot boxes are located or are in transport, and additional data analytics that help with ballot processing management.

“I am proud to accept this award on behalf of the hard work of my office and our Boulder County IT staff who worked closely with us to develop this unique and essential tracking system,” stated Hillary Hall, Boulder County Clerk & Recorder. “This innovative application provides increased track-ability, easy audit functionality, and increases the transparency of ballot box tracking for Boulder County voters.”

Developed in 2015 and used in both last year’s Coordinated Election and this year’s Primary Election, the innovative Ballot Box Tracking System application has transformed the way the Election Division manages ballot box assets. In past elections, this tracking was all done through detailed spreadsheets in combination with labels and paper chain-of-custody logs.

“We realized several years ago that the Elections Division needed to modernize our ballot box tracking process with the all-mail ballot voting model and get ready for what is anticipated to be the largest voter turnout in Boulder County history this November,” explained Hall. “The Elections Division partnered with county IT in early 2015 to develop a new, secure web-based application to track the over 600 ballot boxes anticipated to be in circulation leading up to and on Election Day. I’m pleased that this innovative application has been recognized nationally by our fellow election professionals and I hope our successful application can be replicated in counties throughout the country.”

The Election Center is a nonprofit organization dedicated to promoting, preserving, and improving democracy. Its members are government employees whose profession is to serve in voter registration and elections administration.
