Boulder County undertook an extensive and detailed review process of all timely submitted proposals. The Committee first worked collaboratively to compile, analyze, and agree upon a Score Sheet (Score Sheet) and Rate Sheet (Rate Sheet).

Due to the complex and advanced nature of the project, Committee members first individually reviewed the proposals, including the additional information solicited by the County and provided by bidders, generating various notes including preliminary score sheets and rate sheets.

The Committee then worked collaboratively to assess project cost and value in consideration of the project’s particular challenges. Project outcomes depend on numerous outstanding variables, such as the scope of FEMA-funded work and participating property details. Given these variables and the significance of project cost in evaluating proposals, the Committee conducted extensive calculations and evaluated various scenarios to refine its analysis prior to generating a single controlling Score Sheet and Rate Sheet that underlie the Committee’s final recommendation.

The Committee’s score sheet and final tabulation are available below with the file name Final Total Score and Bid Tab. We’ve also included the proposals, best and final offer proposal, and written interview information combined into one pdf for each bidder.

The notes and score sheets generated by each individual member to assist in preliminary evaluations and different scenario and calculation adjustments are available below with the file name Notes, each committee member’s notes are separated by a blank page.
